Governor John DeJongh has plans to balance the budget with new legislation he has sent to the senate. The bills include provisions to increase the Gross Receipts Tax from 4 to 5%, raise the room tax from 8 to 10%, and add a one dollar tax to cell phone bills. Other measures the Governor is proposing include no pay for three holidays – Transfer Day, Holy Thursday and Christmas Second Day. The bill makes exceptions for those essential employees who must work those days. There is a provision to remove Sunday as a legal holiday in the territory removing holiday pay from Sunday work. Another bill would allow the government to reduce salaries so long as there is no other law forbidding it and salaries do not fall below the $20,000 minimum. Another bill would freeze government wages from now until September 2012.

The Governor also sent a bill to the Legislature that would rename the Dept. Housing Parks and Recreation as the Department of Sports, Parks and recreation. The housing functions of the old department have already been moved out and the department is stuck with an old name that no longer describes its work.

The Governor and American Federation of Teachers are at loggerheads over teacher salary increases. The Governor says we don’t have the money for salary increases. The teachers union says we got 13 million in federal funds for education, can’t that go to raises? According to the Governor’s fiscal team, those funds can be used to rehire displaced workers or retain workers but there is no provision in the federal rules with the money that it can be used for raises.
