National Weather service says:   Mostly cloudy with thunderstorms and rain showers. Chance of rain 70% with rainfall amounts near 0.4 in. possible.  High of 84F. Breezy. East North East Wind at 10 to 20 mph shifting to the North in the afternoon.

A surface trough will move over the Virgin Islands today bringing with it an increased potential for shower activity. Shower activity is forecast for the Virgin Islands and the surrounding waters until late tonight. Mariners can expect seas to six feet and winds to 18 knots

We are watching an area of disturbed weather off the coast of Africa. This is a tropical wave that is expected to move west across the tropical Atlantic over the next several days. Some development of this tropical wave is possible by the middle to late week. We will watch it for you.

Back to School – All Saints and Antilles schools are opening today. Ivanna Eudora Kean High School has orientation starting today and CAHS has orientation later this week. Over the weekend, on St. Thomas, fathers gathered at Emile Griffith ballpark and took the pledge to accompany their children to the first day of school.  On St Croix parents came to the back-to-school parent conference and heard a passionate presentation from retired Lieut. Col. Kichbusch who said culture and support at home are more important than wealth. Children don't want toys, they want their parent’s time. She said “There's nothing more important than our children.”

Governor John DeJongh signed eight bills into law, vetoed one and recognized one resolution. The governor signed a bill to authorize the Public Finance Authority to issue bonds or notes, to cover any insufficiency in the Insurance Guaranty Fund. He vetoed rezoning a plot on Clifton Hill St Croix for a convenience store saying that DPNR opposed the rezoning in a low density residential area near Central High School.  The governor approved rezoning in Strawberry Hill, Castle Coakley, Coakley Bay and Barren Spot on St. Croix; and at Mars Hill, St. John. He approved funds to begin construction of ten classrooms at the Frederiksted Head Start. That bill also funds the Emergency Welfare Services, Indigent Burial, and the Energy Crisis Assistance Program.  The Governor acknowledged a resolution to encourage HOVENSA to find a new owner for its refinery property on St. Croix.

How are we doing on the gasoline? Department of Licensing and Consumer Affairs found there are three fuel haulers on St. Croix working with suppliers on Puerto Rico to import fuel to St. Croix. DLCA is examining how to reopen the fuel storage facilities at Renaissance Park. St. Thomas has been getting fuel via barge and has adequate storage to maintain operations. Meanwhile HOVENSA raised the price of gasoline by six cents a gallon for regular and three cents a gallon for premium.

Our Economic Development Authority's is working on exporting products by local small manufacturers. They have a trade mission in Montréal Canada showing locally made giftware at the "Fall 2013 Salon Du Cadeau De Montreal Gift Show" in downtown Montreal – now through Wednesday. We ar showcasing giftware made by the USVI STEP Program’s giftware designers and manufacturers like W-RIGHT Apiary, Soul Creations, Caribbean Herbals, Homeland Collections Portrait Gallery and Sisterhood Agenda Enterprises.  This is the first time we are showing our giftware at the Montreal Gift Show. 

Hearty Congratulations to Zephrine Antonia Thomas of St Croix who made 107 years old on Sunday.  She celebrated in the backyard of her home in Hannah’s rest with family and friends. She says she never went to school, worked her whole life, and raised nine children, three girls and six boys. She outlived seven of her children and she has 38 grandchildren, 17 great-grandchildren, and six great-great-grandchildren. Zephrine Thomas making 107.

Oops – St Croix Education Complex had a problem with their diplomas back in the spring. Now, new diplomas are available for all 2013 graduates of the St. Croix Educational Complex. Staff are there from 9 AM until noon from today through Wednesday August 28 - seniors must return their original diploma to receive a new one. For more information call 778-2036

9th graders come on Thursday, with ID Photos at 1pm and orientation at 4pm.
Parents/Guardians must accompany the students as well as provide a copy of the students immunization card.  All school fees will be collected.  Students must be in full uniform.
